The Ukrainian Society of Appraisers was founded in 1994 as the first professional public organization uniting appraisers in the field of real estate and business valuation. Our purposeful work is the implementation of International Standards for the Valuation of Property and Property Rights and Best Practices for Appraisal in the Professional Activity of Appraisers in Ukraine

The international cooperation

The Ukrainian Society of Appraisers is an active member of organizations that unite the international appraisal community: such as the European Group of Appraisers Associations (TEGOVA), the International Council on Evaluation Standards (IVSC), has entered into cooperation agreements with the American Evaluation Institute and many national professional public organizations appraisers.

IVSC is an international non-profit organization that is responsible for promoting international assessment standards (IVS) and unites more than 130 national appraisal professional organizations, associations, corporate members, institutes and universities.

A member of TEGoVA, the European Association of Appraisers Group is a European international organization consisting of 71 associations of appraisers from 37 countries in Europe. The USOA was granted AMA status: the Association is a member of TEGoVA with the right to award the Recognized European Evaluator (REV).

Brief history of USOA

The Ukrainian Society of Appraisers was founded in 1994 as a professional public organization uniting appraisers in the field of real estate and business valuation. The structure of the USOA includes the Council of the USOA, which consists of 45 members of the Council including representatives from 22 regional offices covering the whole territory of Ukraine, as well as consisting of nine Committees and the Expert Council on Reviewing.

Why we?

Brief history and role

Creation of the Ukrainian Society of Appraisers on November 25, 1994, started expert evaluation of the market value of property and property rights in Ukraine. In April 1995, the USOA developed and adopted Professional Activities Standards, which were based on the Standards of the International Valuation Standards Committee and included a methodology for expert appraisal and ethics of appraisers. Basic Provisions of the Standards of professional activity of appraisers have been recognized by public administration bodies, expert appraisers and Ukrainian society. In order to ensure the proper quality of professional activity of appraisers, the USOA Council created the Expert Council, the Certification Committee and the Regulations of the USOA, which ensure statutory activities of the public organization. Subsequently, the USOA members actively participated in the elaboration of the Law of Ukraine “On valuation of property, property rights and professional appraisal activity in Ukraine”, as well as national evaluation standards approved in 2003-2007 by the Cabinet of Ministers of Ukraine.

Main activities

The main purpose of activity of the Ukrainian Society of Appraisers is the introduction of International Standards for the Appraisal of Property and Property Rights and Best Practices of Appraisal to the professional activities of appraisers in Ukraine, as well as the high level of professionalism of the USOA members, protection of the professional interests of appraisers, and the provision of public recognition of the level of their professional achievements both in Ukraine and in the international appraisal community.

To carry out statutory activities, the USOA constantly holds International scientific and practical conferences and seminars on issues of valuation of property and property rights, carries out training and certification of TEGOVA, is engaged in translation into Ukrainian, publication and distribution in Ukraine of IVSC standards, actively participates in the processes of improving Ukrainian national standards of appraisal, develops programs of professional training, certification and advanced training of Ukrainian appraisers and the USOA members who are citizens of other countries.

Main directions of development

The USOA is created and developed as a public professional organization of appraisers, is based on democratic principles and is a part of civil society in Ukraine. The aspirations of the organization are the recognition of the professionalism of the USOA members in Europe and in the world. At present 51 USOA members have REV (Recognized European Valuer) certificates, 26 have certificates of RICS (Royal Institute of Certified Surveyors) members, 60 are presented in the list of appraisers recommended to IVSC (International Valuation Standards Council) valuation services users.

The Ukrainian Society of Appraisers was founded in 1994 as a professional non-profit organization that brings together appraisers in the field of valuation of property and property rights. The governing body between the USOA members is the USOA Council. 47 members were elected to the USOA Council, including representatives from 22 regional and local offices. The structure of the USOA Council includes nine committees and the Expert Council.

Membership

According to the USOA charter, it combines individual appraisers. Both citizens of Ukraine and foreign citizens may be the USOA members.
